強い冬型の気圧配置の中で西の嵐、標高800m以上の風下側に雪庇ふきだまりが大きく発達、観測観測と試験からふきだまりは瞬時に破断する。樹林帯以上の開けた風下斜面の雪崩リスクは非常に高い。トップリフトの運行は未定。今日はゲレンデコースにとどまったほうが良い。アンベツの事故を受け原因究明と今後の方針が決まるまでモイワクワッドリフトは閉鎖される。アンベツは従来危険区域に指定されていたが10番ゲートを閉じても入る人が後を絶たず、結果的に事故が起きた。そのためこの地域全体をニセコルールの立ち入り禁止区域にするよう準備が進められる。
私たちは滑走者の自由を尊重する。そのためゲートを設けて国の方針に反して滑走を容認してきた。ニセコルールは一定の成果をあげ、コース外の雪崩事故は減った。しかしその一方で迷子遭難などが増えた。冬の厳しい環境下でのスキー場の安全対策には限界がある。特にコース外滑走の安全にはスキー場の更なる対策の強化とともに、滑走者の意識向上が欠かせない。一昨日の悪天候下でのモイワパトロールの捜索と、昨日の雪崩の危険の中での道警と消防捜索隊の捜索活動に敬意を表すとともに、遭難者に深い哀悼の意を捧げる。

Under a strong winter-type pressure pattern, westerly storms have caused large snowdrifts to develop on leeward slopes above 800m elevation. Observations and tests indicate these snowdrifts can rupture instantly. Avalanche risk is extremely high on open leeward slopes above the tree line. The top chair lift operation is undetermined. It is advisable to stay on the ski courses today. Due to the Anbetsu accident, the Moiwa Quad Lift will remain closed until the cause is determined and a future policy is decided. Anbetsu was previously designated a hazardous area, but people continued entering even after Gate 10 was closed, ultimately leading to the accident. Therefore, preparations are underway to designate the area as a Niseko Rule strictly off-limits zone.
We respect skiers’ freedom. That’s why we installed gates and permitted skiing out-of-bounds areas despite national policy. The Niseko Rules achieved some success, reducing avalanche accidents in those areas. However, incidents like getting lost and becoming stranded increased. There are limits to ski resort safety measures in harsh winter conditions. Especially for out-of-bounds skiing safety, further strengthening of resort measures is essential, alongside raising skiers’ awareness. We express our deepest respect for the search efforts conducted by the Moiwa Patrol on the day before yesterday’s severe weather and by the Hokkaido Police and Fire Department search teams amid yesterday’s avalanche danger. We offer our profound condolences to the victim.
