ふきだまり120cmは圧密焼結、上部は30cmは風の影響が少ない雪が均等に堆積、観測とデータ評価から全体の雪崩リスクは低い。モイワ6番を含む各山頂ゲートは開けられる。パトロールの指示に従い準備してコース外へ出ること。ニセコルールはコース外滑走の自由を尊重し、条件付きで滑走を認めている。コース外へは必ずゲートから出ること。ゲートの外はスキー場ではない。水野の沢を除き雪崩コントロールは行われていない。ルールでは春の滝、湯の沢及びアンベツ谷の立ち入り禁止区域を定めている。絶対に入ってはならない。禁止区域はそこが危険だから設けられているのではない。山頂北斜面や東尾根、見返り沢の滑走を認めるためのやむを得ない措置であることを理解すること。ルール軽視が繰り返されれば今回禁止指定されたアンベツのように規制が強化される。

事故を防ぐために谷底にいないこと。雪崩を起こさないこと。谷には人がいる。同時滑走を避けフォールラインを滑ること。ビーコンは持っているか?プローブやショベル、ロープはあるか? このスポーツはあまり安全ではない。常に用心を。天候急変に注意。雪は素晴らしく良い。

The 120 cm cornice shows consolidation and sintering, and 30 cm less wind-affected snow has accumulated evenly on the upper slopes. Based on observations and data evaluation, the overall avalanche risk is low. All peak gates, including Moiwa Gate 6, will open. Be prepared and follow the ski patrol’s instructions when you leave the gates. Niseko Rules respect the freedom to ski out of bounds and allow skiing under certain conditions. Always use gates when you go out of bounds. Outside the gate is not part of the ski area. With the exception of Mizunozawa, avalanche control is not performed. The rules designate Haru-no-taki, Yunosawa, and Anbetsu Valley as strictly off-limits areas. You must absolutely not enter these areas. Restricted areas are not designated because they are dangerous. Please understand that this is an unavoidable measure to allow skiing on slopes such as Kita-shamen, Higashi-one, and Mikaeri. If the rules are repeatedly disregarded, regulations will be tightened, as was the case with the recent designation of Anbetsu as a prohibited area.

To prevent accidents, do not stay at the bottom of the valley. Do not cause avalanches. There are people in the valley. Avoid skiing simultaneously and ride the fall line. Do you have a beacon? Do you have a probe, shovel, and rope? This sport is not very safe. Always be prudent. Be aware of sudden changes in the weather. The snow is wonderfully good.

Winds have calmed over both sea and mountains, with snowdrifts consolidated and stabilized. No shear failure within the new snowpack and cornices will collapse, but not trigger avalanches. Avalanche risks are beginning to decrease. All peak gates are expected to open. Listen to the patrol’s advice and prepare before leaving the gates. Operation of the Moiwa Quad Lift will resume after ropes and other barriers are installed, following the designation of the Anbetsu strictly off-limits area. Outside of the gates is not the ski area. Niseko permits skiing out of bounds. However, you must always go out from the gates. A single track ducking the rope encourages beginners to follow it, potentially triggering incidents like the fatal avalanche accident involving a Russian teenager that occurred in Yuzawa in the past. Do not ski in strictly off-limits areas.

There is no safety in this sport. Always be cautious. Cracks are invisible from above; the cornice collapses, and avalanches occur suddenly. Do not stay in the valley bottom. Beware of crashing into trees. You cannot win against trees. Winter weather is unpredictable. Always check your current location. Following strangers will lead to getting lost. No buses come to Goshiki Onsen. Have a good day.

夜半から強い冬型の気圧配置、山では雪庇ふきだまりが発達、特に山系西側で顕著。アンヌプリ大沢、鉱山の沢及び見返り南東面の雪崩リスクは今後急激に上がる。今日はスキー場から離れないほうが良い。春の滝、湯の沢立ち入り禁止区域、アンベツ立ち入り禁止区域の雪崩リスクも同様に高まる。入ってはならない。ここではニセコルールでコース外滑走に注意を呼び掛けている。ゲートの外はスキー場ではない。

アンベツが禁止指定されたことで地元を中心に反対意見が多い。ニセコでは40年前の第一次新雪滑走ブームの中で多くの雪崩事故が起った。スキー場は風評被害を恐れて全てのコース外を滑走禁止にしたが事故はなくならなかった。ニセコは国内で最も雪崩事故の多い山となり国内初のボーダーの死亡事故もアンヌプリ大沢で起きた。ルールに立ち入り禁止区域が設けられたのは、そこがただ単に危険だったためではない。この地域では歴史的にスキー場からの山スキーが行われ、それはニセコの文化でもあった。ニセコルールはその文化を守り、コース外滑走の自由を尊重しつつ同時に事故を減らすための苦肉の策であることを理解いただきたい。不満を言って自由を主張し、ロープくぐりを続ければ、自由は更に狭まる。今回のアンベツ立ち入り禁止区域の指定の背景には30年前と同様の背景がある。ロープを切ってはならない。一本の安易なロープくぐりのトラックが事故を誘因する。しばらく天気が悪い。良い一日を。

From midnight, a strong winter-type pressure pattern has developed, causing significant cornice and snowdrift development in the mountains, particularly on the west-facing slopes. Avalanche risk rapidly increases in Annupuri Oosawa, Kōzan-no-sawa, and the southeast face of Mikaeri. It’s better to stay in the resort today. Avalanche risk will similarly increase in the strictly off-limits area, such as Haru-no-taki, Yunosawa, and Anbetsu. Stay away. Here, the Niseko Rules urge caution against out-of-bounds skiing. Beyond the gates is not the ski area.

Designating Anbetsu as a strictly off-limits area has drawn significant opposition, particularly from locals. Forty years ago, during Niseko’s first powder skiing boom, numerous avalanche accidents occurred. Fearing reputational damage, the ski resorts banned all out-of-bounds skiing, but accidents continued. Niseko became Japan’s most avalanche-prone mountain, and Japan’s first fatal snowboarder accident also occurred in Annupuri’s Osawa. The establishment of restricted areas under the Niseko Rules wasn’t simply because those areas were dangerous. Skiing out of bounds from resorts has been practiced for many years here in Niseko and has become part of Niseko’s culture. We ask for your understanding that the Niseko Rules were made out of necessity to preserve that culture, respect the freedom of out-of-bounds skiing, and simultaneously reduce accidents. If you voice complaints demanding freedom and continue ducking ropes, that freedom will only shrink further. The background to this latest designation of the Anbetsu restricted area mirrors that of 30 years ago. Do not cut ropes. A single careless rope-ducking track can trigger an accident. 気圧の傾きなく海上、山ともに穏やか、観測と各データの評価から全体の雪崩リスクは低い。各山頂ゲートは開けられる。ゲートから外へ出ること。ルールを無視、あるいは軽視して立ち入り禁止区域を滑る人が増えている。ところで地域がニセコルールを定め、その中で立ち入り禁止区域を設定したことで山頂登山や東尾根の滑走ができることを知っているだろうか。林野庁や北海道林務部はスキー場からのコース外滑走を公式には認めていない。黙認しているに過ぎない。利用者がご都合主義で勝手にルールを解釈して批判や違法行為を繰り返せば、今回のアンベツの禁止指定のように滑走できる場所は更に狭められる。自由に滑りたいなら決まりを守ったほうが良い。天候急変に注意。冬山に安全はない。今日の雪は素晴らしく良い。ビーコンはオンか?

There is little atmospheric pressure gradient, the sea and the mountains are calm. From observations and various data, the general avalanche risk is low. All peak gates are expected to be open. Please use the gates to go out of bounds. An increasing number of people are ignoring or disregarding the Rules and skiing in strictly off limits areas. For people new to the area -> the Forestry Agency and the Hokkaido Forestry Department do not officially allow off-piste skiing from ski resorts. They merely tolerate it. After many accidents, rather than completely banning out of bounds skiing in Niseko, the local government established Niseko Rules and the strictly off limits areas, to allow climbing and skiing from the peak. If users continue to disregard, criticize or violate the Rules, the areas where skiing is permitted will be further restricted, as in the case of the recent ban on entering Anbetsu. If you don’t want your ability to ski freely to be restricted, please follow the Rules. Beware of sudden changes in weather. There is no safety in the winter mountains. Today’s snow is amazing. 風のピークは午前2時標高1000m25m/s、風はそう強くはないが雪の量が多くふきだまりは場所により100-150cm、雪庇はゆっくりと発達、観測と各データの評価から樹林限界以上の開けた風下側斜面の雪崩リスクは高い。各山頂ゲートは閉じられる。パトロールの指示に従うこと。

春の滝の事故が続いている。昨日はヒラフパトロールと道警救助隊、消防の連携で無事救助。道警救助隊はアンベツ、富良野西岳そして昨日と連日の出動、感謝する。事故の連続で私たち全員が無力感を感じている。まるでモグラ叩きだ。しかし諦めるわけには行かない。ニセコ雪崩調査所ではいつか事故がなくなることを願い、日々の情報を作り続けている。過信と無知、このスポーツへの無理解が事故を起こす。しかし死ななければ良い。今日も一日が無事終わることを願っている。パトロールに敬意を。彼らはスキー場の飾りではない。森の中の雪は良い。

At 1000m, wind peaked overnight at 25m/s @ 2:00 AM. Although the wind was not particularly strong, there was heavy snowfall, with snowdrifts reaching 100-150cm in some areas. Cornices were slowly developing. Observations and data indicate a HIGH avalanche risk on open, leeward slopes above treeline. All peak gates will be closed. Please follow patrol instructions.

Accidents at Haru no Taki continue. Yesterday, a successful rescue was conducted through a collaboration between the Hirafu Patrol, the Hokkaido Police Rescue Team and the fire department. Thank you. We are grateful to the Hokkaido Police Rescue Team for their daily deployments at Anbetsu, Furano Nishidake, and Haru no Taki yesterday. This string of accidents has left us all feeling helpless. It’s like playing whack-a-mole. But we cannot give up. At the Niseko Avalanche Research Center, we continue to compile daily information, hoping that one day accidents will stop. Overconfidence, lack of knowledge and understanding of this sport are what causes accidents. But as long as no one dies it’s OK. We hope that today will also be a safe day. Respect to the patrol. 海は弱い西風が吹いているが気圧の傾きがゆるく沿岸部の山はおだやか、広く10-25cmの柔らかな雪が積もり、スラブ化の程度は小さく全体の雪崩リスクは低い。冬の面発生表層雪崩は強い吹雪が風下につくるウィンドスラブ(風成雪雪板)が破断して起こる。スラブ化は太陽輻(反)射でも起こるが、事故が悪天候下で多く起こることからニセコでは吹雪などの降雪推移から雪崩の危険を量り情報を提供している。

15年以上にわたり事故が続き、結果的に死亡事故が起きたモイワ10番は閉鎖され、見返り方面への6番はスキー場の安全対策が整うまで閉じられる。ヒラフなど他の山頂ゲートは開けられる。パトロールの指示に従うこと。新たな立ち入り禁止区域の指定は30年ぶりとなる。ニセコは滑走者の自由を尊重するとともに、常にその安全に関心を持ってきた。私たちは利用者の協力なくしてニセコルールが成り立たないことを知っている。ルールへの協力をあらためて強く求める。雪は良いが場所により底当たりする。転倒立ち木衝突、沢への転落に注意。ビーコンはオンか?　ゲートの外はスキー場ではない。

Light westerly winds blowing in from the sea, the pressure gradient is shallow and the coastal mountains are calm. 10-25cm of soft snow has fallen. Slab formation is minimal, and the general avalanche risk is low. Winter surface avalanches occur when wind slabs (wind-generated snow slabs) created during strong snowstorms, break off. While the sun can also cause slab formation, accidents are more likely to occur in bad weather. Niseko assesses avalanche risk based on snowfall trends, such as blizzards, and provides information based on these trends.

Moiwa Gate 10, where a series of accidents, some fatal, over the past 15 years is closed. Also Gate 6 toward Mikaeri is closed until new resort safety measures are in place. All peak gates are expected to be open. Please follow the patrol’s instructions. This is the first time in 30 years that new no-entry zones have been designated. Niseko respects your freedom but must always balance that with safety. We know that Niseko Rules would not be possible without everyone’s cooperation and we must insist that everyone cooperates. The snow is good, but you may hit rock bottom in some places. Be careful of falling, hitting trees, or falling into creeks. Are your beacons on? 一時的な等圧線のひろがりで海上、山ともに風速波高低下、ふきだまりの発達は収まり一般的斜面の雪崩リスクは下がっている。準備が出来次第、モイワ以外のゲートは開けられる。パトロールの意見を聞き準備してコース外へ出ること。外はスキー場ではない。今日からアンヌプリ8番が開けられる。対岸の雪庇面を避け、谷底にとどまらず手前を滑ること。川への転落に注意。山頂南東面鉱山の沢の危険は読めない。安易に初心者を連れて入ってはならない。斜面上部のトラバースをせず、フォールラインを滑ること。谷にいないこと。

アンベツ川全域は暫定的にニセコルールの完全立ち入り禁止区域に設定する。15年以上、ここでの滑走を認めてきたが事故が絶えない。今後はモイワスキー場とリゾートからのアクセスは全て禁止される。抜け穴をさがそうとしてはならない。一本のトラックが事故を誘発する。ニセコはコース外滑走の自由を尊重する。同時に低温化の山岳遭難を常に心配している。このスポーツに安全はない。過信が事故を起こし、用心がそれを防ぐ。昨日、春の滝立ち入り禁止区域でヒラフとビレッジパトロールによる救助活動が行われている。ルールの尊重を。

A temporary relaxation of the atmospheric pressure gradient has reduced wind speed and wave height at sea and on the mountain. Snowdrift development has subsided, and the general avalanche risk has decreased. Gates will open as soon as preparations are complete. However Moiwa will remain closed. Check with patrol and prepare before heading out the gates. The area outside is not part of the ski resort. Annupuri gate 8 will open today. Avoid the cornice slope on the other side of the valley, ride the fall line and start the exit traverse before the creek at the bottom. Be careful not to fall into the creek by staying out of the valley bottom. The dangers of the mine stream on the southeast face of the summit are unpredictable. Do not take beginners there carelessly. Ski along the fall line, not traverse the upper slope. Stay out of the valley. The dangers of the SE face of the peak in upper BackBowl are unpredictable. Do not carelessly take beginners there. Ride the fall line, never traverse the upper slope. Stay out of the valley.

The entire Anbetsu River will temporarily be designated a completely off-limits zone under Niseko rules. Skiing there has been permitted for over 15 years, but accidents continue to occur. Going forward, all access from Moiwa Ski Resort and other resorts will be prohibited. Do not try to find loopholes. A single track can lead to an accident. 強い冬型の気圧配置の中で西の嵐、標高800m以上の風下側に雪庇ふきだまりが大きく発達、観測観測と試験からふきだまりは瞬時に破断する。樹林帯以上の開けた風下斜面の雪崩リスクは非常に高い。トップリフトの運行は未定。今日はゲレンデコースにとどまったほうが良い。アンベツの事故を受け原因究明と今後の方針が決まるまでモイワクワッドリフトは閉鎖される。アンベツは従来危険区域に指定されていたが10番ゲートを閉じても入る人が後を絶たず、結果的に事故が起きた。そのためこの地域全体をニセコルールの立ち入り禁止区域にするよう準備が進められる。

私たちは滑走者の自由を尊重する。そのためゲートを設けて国の方針に反して滑走を容認してきた。ニセコルールは一定の成果をあげ、コース外の雪崩事故は減った。しかしその一方で迷子遭難などが増えた。冬の厳しい環境下でのスキー場の安全対策には限界がある。特にコース外滑走の安全にはスキー場の更なる対策の強化とともに、滑走者の意識向上が欠かせない。一昨日の悪天候下でのモイワパトロールの捜索と、昨日の雪崩の危険の中での道警と消防捜索隊の捜索活動に敬意を表すとともに、遭難者に深い哀悼の意を捧げる。

Under a strong winter-type pressure pattern, westerly storms have caused large snowdrifts to develop on leeward slopes above 800m elevation. Observations and tests indicate these snowdrifts can rupture instantly. Avalanche risk is extremely high on open leeward slopes above the tree line. The top chair lift operation is undetermined. It is advisable to stay on the ski courses today. Due to the Anbetsu accident, the Moiwa Quad Lift will remain closed until the cause is determined and a future policy is decided. Anbetsu was previously designated a hazardous area, but people continued entering even after Gate 10 was closed, ultimately leading to the accident. Therefore, preparations are underway to designate the area as a Niseko Rule strictly off-limits zone.

We respect skiers’ freedom. That’s why we installed gates and permitted skiing out-of-bounds areas despite national policy. The Niseko Rules achieved some success, reducing avalanche accidents in those areas. However, incidents like getting lost and becoming stranded increased. There are limits to ski resort safety measures in harsh winter conditions. Especially for out-of-bounds skiing safety, further strengthening of resort measures is essential, alongside raising skiers’ awareness. We express our deepest respect for the search efforts conducted by the Moiwa Patrol on the day before yesterday’s severe weather and by the Hokkaido Police and Fire Department search teams amid yesterday’s avalanche danger. We offer our profound condolences to the victim.

昨日正午までの低気圧降雪30cmの後、山系西側は西寄りの猛烈な吹雪。風成雪のふきだまりが風下に急激に成長し100-150cm、雪庇は200cm以上。山系西側では標高を問わず破断面50cm以上の大規模な面発生雪崩が起こりやすい。事故の多くは強い風雪時に風下の谷で起こる。注意。昨日の低気圧降雪の雪崩にも注意。低気圧降雪の雪崩は破断面が不明瞭だが森の中でも起こり危険。各ゲート開閉は未定、パトロールに従うこと。

アンベツで行方不明者が出ており朝から消防と道警による再捜索の予定。モイワ方面で日本人の事故が多いのが気になる。この情報は過去40年前の雪崩事故多発を受けて必要から始められたが、再考する時期に来ているように思う。情報もニセコルールも、少なくとも観光振興を目的に続けられて来たわけではない。

Following the 30cm of snowfall until yesterday noon, the west side of the mountain range has experienced a severe blizzard from the west. Wind-drifted snow has rapidly accumulated on leeward slopes, reaching 100–150cm, with cornices exceeding 200cm. Large-scale slab avalanches with crown fractures of 50cm or more are highly likely on the western side of the mountain range, regardless of elevation. Most accidents occur in leeward gullies during heavy wind and snow. Use extreme caution. Be aware that avalanches caused from yesterday’s low-pressure snowfall are also a threat. These avalanches often have indistinct fracture lines but can occur even within forest areas and are extremely dangerous. Gate openings remain undecided; follow the ski patrol instructions.

A search operation by the fire department and police is scheduled to resume this morning for a person missing in the Anbetsu area. There is a concerning trend of accidents involving mainly Japanese nationals in the Moiwa area. This Avalanche Information service was established 40 years ago out of necessity following a series of fatal avalanches. It may be time to reconsider its role. It is important to remember that neither this information nor the Niseko Rules were ever intended and continued for the purpose of tourism promotion.

低気圧前面で風が弱まり海上波高低下、標高800m以上のふきだまりの発達は収まり山には30-40cmの軽い結晶雪が積もっている。雪面はスラブ化しておらず雪崩リスクは低い。ヒラフ方面のゲレンデは設置物の復旧に時間がかかり、リフト運行が遅れる。パトロールの指示に従うこと。準備が出来次第、花園5番ゲートは開けられる見込み。標高の低いモイワ6番は時間限定で開けられる。ゲートの外はスキー場ではない。外に出る時はパトロールの意見を聞きビーコン、プローブ、ショベルやロープを用意すること。ロープをくぐってはならない。ニセコルールは利用者とスキー場との信頼で成り立っている。

雪が深い。装備を持たずに山に入ればスキー場に戻れなくなる。スノーシューやシールスキンの用意を。このスポーツに安全はない。用心が事故を防ぐ。過信が事故を呼び寄せる。良い一日を。

The wind has weakened ahead of the low-pressure system, and sea wave heights have decreased. The development of wind slabs above 800m has subsided, and 30–40cm of light, crystalline snow has settled on the mountain. The snow surface has not formed slabs, and the avalanche risk is currently low. In the Hirafu area, lift operations will be delayed as crews require time to recover installations. Please follow instructions from the Ski Patrol. Hanazono Gate 5 is expected to open as soon as preparations are complete. Moiwa Gate 6, at a lower elevation, will be open for a limited time. Keep in mind that outside the gates is not the ski resort. When heading out, consult with the ski patrol and ensure you have your beacon, probe, shovel, as well as a rope. Do not duck the boundary ropes. The Niseko Rules are built on a foundation of trust between users and the resort.

The snow is deep. If you enter the backcountry without proper equipment, you will not be able to return to the resort. Bring snowshoes or touring skins. There is no such thing as “perfect safety” in this sport. Cautiousness will prevent accidents; overconfidence invites them. Have a good day.
